FVG to Remain in the Yellow Zone. What Are the New Rules?

Italian government issued a new decree on 26 April that will last until 31 July, 2021, with the purpose of gradually reopening Italian economy and easing COVID restrictions across country.

Friuli Venezia Giulia remains in the yellow zone and below you’ll find the updated rules for our region.

  • Face Coverings/Social Distance/Curfew
    • No changes
      • Carry a face covering with you when outside your home.
      • You must wear a face covering at all times when you are outside your home (in both indoor and outdoor locations), unless you can guarantee continued isolation from non-cohabitants.
      • Maintain a meter distance with non-cohabitants.
      • Curfew from 2200 to 0500 remains in effect.
  • Green Certificates
    • Italy will establish “Green certificates” that show a person: 1) is fully vaccinated; or 2) recovered from COVID and completed any required quarantine; or 3) carried out a molecular or antigenic test rapid with a negative result.
      • Green certificates for vaccinated and recovered persons will be valid for six months.
      • Green certificates for negative antigenic tests will be valid for 48 hours.
      • The Ministry of Health is developing a process for recognizing the vaccine status of individuals who were vaccinated outside of the Italian Health System.
  • Movement
    • From 26 April, travel between white and yellow zones will be permitted. This means that if your home region is a white or yellow zone, you can travel to any white or yellow zone and back. No green certificate is required for travel between these zones.
      • E.g.: My home region is in a yellow zone. I can go to any yellow zone or any white zone and back.
      • Note: People traveling from a yellow or white zone will be able to travel through red and orange zones to reach a yellow or white destination.
    • From 26 April, individuals with green certificates will also be allowed to travel between the orange or red zones. This means that individuals with green certificates will be able to travel to/from any region regardless of color.
  • Visits
    • From 26 April to 15 June, in yellow zones, four people (in addition to those already living together in the destination house) are allowed to visit a single inhabited private house once a day.
    • From 26 April to 15 June, in orange zones, four people (in addition to those already living together in the destination house) are allowed to visit a single inhabited private house once a day in the same municipality.
    • Visits are not allowed in red zones.
  • Schools
    • From 26 April through the end of the school year, in person teaching for students up to 6th grade is permitted at 100% capacity.
    • From 26 April through the end of the school year, in person teaching for upper middle and high schools is permitted at 100% capacity in yellow and orange zones.
    • From 26 April through the end of the school year, in person teaching for upper middle and high schools can resume at up to 75% capacity in red zones.
    • Regardless of a zone’s color, in person teaching is guaranteed for courses requiring laboratory work as well as for students with disabilities or special needs.
    • From 26 April through 31 July, in yellow zones, universities and art (music and dance) institutions can resume in person instruction.
  • Restaurants
    • From 26 April, in yellow zones, any establishment can resume outdoor (but not indoor) table service for lunch and dinner. Outdoor table service is only permitted from 5 am to 10 pm.
    • From 1 June, in yellow zones, any establishment can resume indoor table service for lunch and dinner. Indoor table service is only permitted from 5 am to 6 pm.
    • Catering in hotels is permitted without limits to customers staying at the hotel.
  • Shows
    • From 26 April, in yellow zones, shows in theatrical halls, concert halls, cinemas, live-clubs, and other venues or spaces, are permitted.
    • Venues must pre-assign seats and ensure spectators who are not cohabiting maintain a meter distance from each other.
    • Venues are limited to 50% capacity.
    • The number of indoor spectators in a room cannot exceed 500.
    • Outdoor venues are limited to 1000 spectators.
  • Sports
    • From 26 April, in yellow zones, any sporting activity, including team and contact sports, is allowed outdoors. 
    • The use of changing rooms remains prohibited.
    • From 15 May, in yellow zones, outdoor pools are allowed to reopen.
    • From 1 June, in yellow zones, gyms are allowed to reopen.
  • Theme Parks, National Sport Events, and Fairs
    • From 1 June, in yellow zones, sport events at the national level can have spectators. Venues are limited to 25% spectator capacity, not to exceed 500 spectators for indoor venues and 1000 spectators for outdoor venues.
    • From 15 June, in yellow zones, fairs can resume.
    • From 1 July, in yellow zones, conventions can resume .
    • From 1 July, in yellow zones, spas may reopen.
    • From 1 July, in yellow zones, theme parks may reopen.
  • The state of emergency is extended through 31 July 2021
