The Friuli Venezia Giulia region is introducing a new welfare initiative designed to ease the financial burdens of low-income families. The regional government announced the creation of a network of commercial establishments offering discounts to holders of the Family Card, marking a significant expansion of its local welfare system.

The initiative, dubbed “Non-Costly Agreements,” aims to counteract the declining purchasing power of citizens and stimulate a beneficial cycle for the community, promising positive impacts on both the local economy and social welfare. Alessia Rosolen, the region’s Family Commissioner, unveiled the program today in Trieste, emphasizing its importance in strengthening the region’s social safety net.

“By providing discounts of at least 5% on both food and non-food items, this program seeks to offer tangible support to Family Card holders,” Rosolen said. The regional administration has already launched an online call for retail businesses to participate in the program, aiming to engage a broad network of commercial partners.

Businesses of any legal form with a presence in Friuli Venezia Giulia are eligible to join, whether they operate food and beverage outlets or other retail establishments. This includes stores selling cleaning products, personal hygiene items (excluding beauty products), stationery, textbooks, over-the-counter medicines, and more.

Rosolen noted that the Family Card is available to those who meet specific criteria: they must have at least one dependent child, have lived in the region for a minimum of 24 months, and hold an ISEE certificate indicating an income of 35,000 euros or less. This year’s increase in the ISEE threshold to 35,000 euros has expanded the potential applicant pool by 6.3%, Rosolen added.

The program is also inclusive of mothers with dependent minor children who are in specialized protection programs for exiting situations of violence, bypassing the usual ISEE requirements.

Currently, 87 stores from a major food distribution chain are already enrolled in the program, a testament to its growing reach. Businesses interested in participating will receive promotional materials from the regional administration to help publicize the discounts.

In the coming weeks, the regional administration plans to present the initiative to various trade associations to further boost engagement. Rosolen concluded, “Our goal is to foster a more supportive society and enhance the territorial welfare network in Friuli Venezia Giulia, making it more responsive to those in need.”
