The city of Trieste has completed a key redevelopment project in Opicina, aimed at expanding accessible housing for people with disabilities and families in need. The project, located at Casa Capon on Via Sant’Isidoro, is part of Italy’s National Recovery and Resilience Plan (PNRR), which directs European Union funding toward initiatives that promote social inclusion and infrastructure development.
New Housing Units for Vulnerable Groups
The redevelopment of Casa Capon adds three new housing units, designed to meet the needs of individuals with disabilities, as well as single-family households. These apartments are part of a broader effort by the municipal administration to provide suitable, affordable housing for vulnerable groups. The project focuses on both accommodation and personalized support services aimed at promoting greater independence.
“This project represents the culmination of years of consistent work by the municipal administration,” said City Councillor Elisa Lodi, who oversees social services. “It not only meets housing needs but also supports residents in achieving greater autonomy.”
Part of a Larger Social Inclusion Strategy
The Casa Capon initiative is part of the “Housing First” model, which focuses on providing stable housing as a foundation for people facing social marginalization, including those experiencing homelessness. The project received €710,000 in funding through the PNRR, with €500,000 allocated for housing redevelopment and €210,000 for associated social services.
Councillor Massimo Tognolli emphasized the broader benefits of the project, noting, “This redevelopment is one of many good practices implemented by the municipal administration, creating a positive cycle that benefits the community.”
Redevelopment Details
The Casa Capon building, originally a three-story multifunctional structure managed by Trieste’s Social Services department, has undergone extensive renovation. The first floor has been restructured to create accessible housing units, while the ground floor and second floor were previously renovated to offer communal spaces and shared housing. The newly designed apartments are intended to accommodate up to ten people, with one apartment accessible for individuals with disabilities and larger units designed for families.
The project was carried out by the architectural firm MADS & ASSOCIATES and included the removal of asbestos, installation of new energy-efficient materials, and full compliance with the environmental and sustainability goals outlined by the PNRR.
Next Steps
Although major construction is complete, final certification and additional improvements to the building’s infrastructure, including wastewater management, are expected to be finalized by November 2024. The redevelopment of Casa Capon is seen as part of a broader effort by the city to provide inclusive housing solutions and improve community resilience through targeted investments.
