After weeks of pushback from business owners and residents, Trieste has announced a revision of its alcohol and business restrictions, softening rules that had drawn criticism for being overly stringent. The new regulations, effective 5:00 AM on Thursday, February 13, 2025, roll back some of the city’s toughest measures while keeping key public safety provisions in place.
Key Changes
- Ordinance No. 2/5/1/1-25 is revoked, lifting certain restrictions.
- Businesses in designated zones can now open at 5:00 AM, an adjustment meant to accommodate workers and early-morning service needs.
- Alcohol bans now apply only to beverages above 7% alcohol content, easing restrictions on lower-alcohol drinks.
- Outdoor seating at bars and restaurants is permitted until midnight, allowing businesses to continue serving customers under controlled conditions.
The original restrictions, implemented in January, were intended to curb late-night disturbances and improve public safety. However, many business owners argued that the rules unfairly penalized the hospitality sector, particularly bars and small shops. Residents, too, voiced concerns that the early closures disrupted local nightlife and limited their options.
“It’s a step in the right direction,” said the owner of a bar in Piazza della Libertà. “We understand the need for order, but completely shutting us down early was harming businesses and tourism.”
City officials defended the initial measures, citing public safety concerns and incidents linked to excessive drinking in certain areas. However, after evaluating the first weeks of enforcement, they determined adjustments were necessary.
“We wanted to strike a balance,” said a municipal spokesperson. “Public safety remains our top priority, but we also recognize the need to support local businesses and the city’s economy.”
Despite the revisions, some residents remain skeptical. Maria Rossi, a long-time resident near Largo della Barriera Vecchia, worries that the relaxed rules could lead to a resurgence of rowdy behavior. “I just hope the city continues to monitor the situation,” she said. “We don’t want to go back to the chaos of before.”
The new ordinances, officially published and immediately enforceable, signal Trieste’s attempt to respond to public concerns while ensuring urban security. Authorities have pledged to closely monitor the impact of the updated rulesand consider further changes if needed.
