Italy Updates Income Certification Rules Ahead of Housing Aid Deadline

As the April 15 deadline approaches for applications to a municipal rent assistance program, the City of Trieste is informing residents of recent national changes to income certification rules that may impact their eligibility.

The assistance program, aimed at providing supplementary financial support to tenants, requires applicants to submit an ISEE certification — the indicator used in Italy to assess household income and wealth. In light of a new decree from the national government, residents may now request an updated ISEE before the application deadline.

The changes stem from Decree No. 13, issued by the Prime Minister on January 14, 2025, and enacted on March 5. Published in the Official Gazette on February 18, the decree introduces revisions to the methodology and scope of the ISEE framework. According to the decree, a new version of the DSU — the self-declaration form used to calculate ISEE — must be made available within 30 days of the decree’s effective date, or by April 4.

Municipal officials note that residents who have already submitted applications using previous ISEE values may withdraw and reapply using updated figures, provided they request a new DSU by the April 15 deadline.

The updated rules are designed to reflect recent legislative developments at the national level. City authorities emphasized that recalculations are only permitted if the new DSU is filed by the official cut-off date.
